I saw an implement for sale that looked like the basic make up of a cultivator, but it has "v shaped" cutting edges loosely attached to the rotating pto driven mechanism by large chain links instead of rotating blades like on a cultivator. It also has a heavy steel cylinder that travels behind these cutting edges. Is this thing a chain harrow or a pulverizer? OR something else? It is an older unit made by Ford & is about 6' wide...

Yup, sounds like a flail.

Around here (northwest NY) flails are the 'weapon of choice' for DOT.

I have a 6' flail made by Matthews (maybe Crystal Lake, IL). The model is called a Lawn Genie, has vacuum paddles and a basket. Although it weighs 1400 lbs. it's pretty much made for grooming a lawn. Last I saw, they cost like 4800 new. You may find one used. My unit takes maybe 25 hp minimum PTO.

The commercial flails are heavier (the spring steel blades etc. are heavier). I have even seen some flail blades which are just cast iron hammers with a ground edge.

If you are shopping around, be specific what you need.

I have a Ford 918L 5' flail I bought for $1600. It was two years old. The ONLY used 5' flail mower I could find in my state. I like the fact that it does not launch projectiles like a rotary mower can and it is very compact--only sticks out from the tractor about as far as the box blade does. Thats very important to me as I trailer my tractor extensively, and my 16' trailer would be to short with a bush hog hanging off the back. ....
